  • The Senate debated a comprehensive immigration bill, though an attempt to invoke cloture on it fell fourteen votes short of the necessary sixty. It appears unlikely that the chamber will take up the issue again this year.
  • Senate Republicans filibustered the Employee Free Choice Act. The bill, which passed in the House in March, would make it easier for workers to unionize.
  • The House considered and passed appropriations bills for the Treasury Dept., the Executive Office of the President, and the Interior Dept.
