The Schwarzenegger administration made at least four VNRs [6] without legislative authorization. In national news, the Federal Communications Commission has been asked [7] by Senators John Kerry [8] and Daniel Inouye [9] (both Democrats) to investigate the broadcasting of government-funded VNRs [10].
