The most important fact is missed in this article. First, Article V does not mandate that applications for a convention call must be on the same amendment subject. This has been affirmed by the Supreme Court in at least two court rulings. Second, the states have already submitted sufficient applications to cause a convention call. You can read the applications at foavc.org (since hyperlinks are not permitted). The number now stands at 49 states, 746 applications.
