Theft of taxpayer money
The Center for Biological Diversity has shown everyone how incredibly effective appropriate lawsuits can be; so why don't you Wisconsites (?) simply sue the appropriate people for embezzlement? You must take away the money and, if possible, put the right people in jail before they'll take any heed.
